India on Tuesday reported less than 50,000 new cases for the first time in nearly three months. With 46,790 new cases reported across the country, the coronavirus infection has now affected close to 7.6 million people in India. As many as 587 deaths were reported in the last 24 hours, taking the toll to 1,15,197.

Active cases of COVID-19 in India are less than 10 per cent of the total caseload, while the number of people who have recuperated from the disease has crossed 67 lakh pushing the national recovery rate to 88.63 per cent, the Union Health Ministry said on Tuesday. There are 7,48,538 active cases of coronavirus infection as on date which comprise merely 9.85 per cent of the total caseload. “The slide in active cases is supplemented by an exponential rise in recoveries,” the ministry said.

Prime Minister Narendra Modi has tweeted that he will address the nation at 6 pm today. "Will be sharing a message with my fellow citizens at 6 pm this evening," PM Modi wrote in his tweet, urging citizens to tune in.

The Prime Minister did not specify but many speculated he would speak on the coronavirus situation in the country on the verge of a series of festivals and the approaching winter.This will be his seventh address to the nation since he announced a strict lockdown in March-end to check the spread of the coronavirus. Since June, the nation has been exiting the restrictions in phases in order to reopen the economy.

Experts have raised concerns that alongside the unlock rules, the festival season may lead to a surge in infections.

India's COVID-19 tally is close to 76 lakhs but for the first time in nearly three months, the country has recorded less than 50,000 new cases in a day. The health ministry reported 46,790 fresh cases in the last 24 hours, which takes the overall cases to 75,97,063.

The last time new Covid cases were below 50,000 was on July 23, when India recorded 45,720 new cases in a day.

The government recently said the country has crossed its coronavirus peak as its daily average cases have tapered against a high of more than 90,000 daily cases logged in mid-September.

PM Modi said India has one of the highest recovery rates because it was one of the first countries to adopt a flexible lockdown. He added that the country is already working on putting a well-established vaccine delivery mechanism in place.

"Today we are seeing a decline in the number of cases per day and in the growth rate of cases. India has one of the highest recovery rates--88 percent. This happened because India was one of the first countries to adopt a flexible lockdown when the total cases were just a few hundred," the PM said.

Experimental works can be started after October 15, but only 15 to 20 students can come. Internal assessment is compulsory for students but internal examination will not be required. In the structure of semester system, the ratio of internal and university examination marks is kept at 30:70. The university which has taken the internal examination will have to evaluate accordingly.

Although the two cities chose different methods of disease containment, determining which method was more successful is challenging. Information on cases in both cities depended on ill individuals seeking the attention of physicians, who were in short supply. The physicians were then required to report the number of new cases each day to their city health department. The city then reported the total number of cases to the newspapers, which published the number of new cases and deaths each day. This chain of information left much room for error and possible falsification.

Hispanic/Latinx, Native Hawaiian/Pacific Islanders and Blacks had significantly higher rates of COVID-19 cases and hospitalizations as compared to whites, according to the data. The rates were also higher among American Indian/Alaskan Natives (though not statistically significant due to small population numbers) and slightly lower among Asian populations as compared to whites.

Debate between the two cities on the merits of closing schools caused further strain. Dr. Simon held that St. Paul's school nurses were the best defense against the spread of the disease, and that closing schools would allow cases to go undetected as the children would not be under any medical supervision. Dr. Guilford disagreed, pointing out that 30 school nurses would not be able to adequately care for the 50,000 pupils in the Minneapolis public school system during a pandemic.16 Minneapolis closed the schools on two separate occasions (October 12 to November 17, and December 10 to December 29, 1918).

* Online and distance learning will remain the preferred method of teaching and will be encouraged.

* Where schools are conducting online classes, and some students prefer to attend online classes instead of physically attending school, they may be allowed to do so.

* Students can go to schools / institutions only with the written consent of the parents.

* Attendance should not be enforced, and should depend entirely on parental consent.

An area of 37 lakh hectares will be eligible for assistance
The state government has repeatedly announced that the state government was considering providing assistance to farmers in the state in case of crop loss of 33 per cent and above. Out of the estimated 51 lakh hectares of planted area in 123 talukas of 20 districts of the state, an estimated 37 lakh hectares will be eligible for assistance as per the aid norms after considering the assessment of the survey conducted by the Agriculture Department on September 19 damage in some talukas in kharif season this year.

For 2 hectares Rs. 10 thousand per hectare assistance
In case of crop loss of 33% and above, a maximum of Rs. 10 thousand per hectare assistance will be paid. In addition, no matter how little land the farmer has, he should be paid at least Rs. The state government has decided to pay Rs 5,000. The assistance package will benefit an estimated 27 lakh farmer account holders in the state. The cost of this scheme will be borne by the State Government under SDRF as well as additional cost.

The ministry of electronics and IT on Wednesday, issued orders to ban 118 more Chinese apps after banning 59 apps in the first round. The new apps include popular mobile gaming app PUBG, and apps from the stable of Baidu, Tencent and Xiaomi.

ET reported last month that the government has prepared a list of 275 more Chinese apps including PUBG which could be banned on concerns of data security. This comes after fresh tensions on the border between India and China.

In a statement, the ministry has said that "in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defence of India, security of state and public order."

Some of the apps in the list include CamCard Business Card Reader, WeChat reading, Tencent Weiyun, Baidu Express Edition among others.

Non-Criminal Certificate - Income Certificate Extended by 1 Year, Benefit Over Rs. 17 Lakh An important decision for millions of youth, students, children, parents of the state, the Chief Minister has announced to extend the period of caste certificate-income pattern for SEBC classes by 1 year. Examples of such youths who have expired on 31st March will now be valid till 31st March 2021. The decision taken by the state government will benefit 17 lakh more beneficiaries.

The State Government has extended the period of Caste Certificate for SEBC-OBC classes to 1 year. The expiration date of such youth certificates was 31st March 2020. It will now be valid until 31 March 2021. Non-Criminal Certificate for OBC - The time limit for income proof is 5 years which has been extended by one year. There will be no need to go to the Mamlatdar's office or any competent authority or apply online for extension

For example the validity of certificates will be automatically extended for one year

Non-Criminal Certificate for SEBC, the time limit for income proof is 3 years. Therefore, the Chief Minister has also decided that the period of such non-criminal certificates which expires on 31st March 2020 will be automatically extended till 31-3-2021 i.e. for one year. He will not have to go to the Mamlatdar's office or any competent authority or apply online for this extension. As a result of this decision of the Chief Minister, 13 lakh 92 thousand beneficiaries of the state for income samples and 2 lakh 98 thousand beneficiaries for non-criminal certificates will benefit 17 lakh people.
